March 23rd 2026: ASTM North America (ANA) is now Halmar Infrastructure Development

Our MTA ADA Upgrades at 13 Stations – Package 3, delivers again.

On Thursday October 1st, 2026 in New York City, the Elevated Accessibility Enhancements (EAE) Team collect another award for the ADA Upgrades at 13 Stations – Package 3 project, taking home the Social Impact Award by the P3 Awards.

Halmar Infrastructure Development and sister company Halmar International (both part of the ASTM Group of Companies), is the team of Developer and Builder behind MTA’s first Public-Private Partnership (P3).

This landmark ADA project features 13 subway stations across four boroughs installing 20 New Elevators, 14 Replacement Elevators, work on upgrading 24 stairways to ADA compliance and a 15-year Maintenance Contract. Delivered through a design-build-finance-maintain model, the project advances the MTA’s systemwide accessibility goals while improving safety, mobility, and customer experience for millions of riders across the New York City subway network.

The Social Impact Award recognizes the project's transformative role in expanding equitable access to New York City's transit network. The program is delivering new accessibility upgrades at stations across four boroughs, helping connect residents, visitors, seniors, parents with strollers, and people with disabilities to critical transportation options. At a time when only a portion of the subway system is fully accessible, the project represents an important step toward a more inclusive transit network for all New Yorkers.
